The maximum annual cost of the reduced scholarship scheme may
be stated at about £10,000.
But here again I would remind
your Deputation that the payment to the University of all the scholarships except those tenable in Great Britain will have to be made in Hong Kong dollars.

While on the subject of scholarship I venture to remind your Deputation that every scheme of educational development is governed by the supply of teachers, and that any scheme of education e xpansion which fails to take this factor into consideration is doomed to failure. The
University of Hong Kong has an education department which, in cooperation with the Education Department of the Colony
We and its schools, is beginning to do effective work. should hope that some of the scholarships for which we are now asking would be held by Chinese students who propose to
return to their homes to teach. But the staff of the
Education Department of the University badly needs strength- ening and I am constrained to press for the provision of an annually recurring sum of $12,000 for additional assistance to the Professor of Education. This represents a sterling
annual grant of about £1,200 but the payments to the assistants would have to be in Hong Kong dollars.

The University cannot extend its teaching work without a new building. You have seen how congested the present buildings are and the Vice-Chancellor explained to you, that it is proposed to remove all the engineering
laboratories, lecture room etc., to the military lands,
